$15.6 Septillion isn't that much relatively speaking.
What I mean is that the Empire controlled most of the Galaxy. Comparing their economy to anything we have in the world now is kind of pointless. With hundreds of planets under their control the value is readily available.
Also I doubt they actually had to pay for it (or buy it). They probably had control of all of the resources already - they just needed to build the thing.
(I think maybe I'm taking this too seriously).
I'm more curious as to why they made the second one bigger. The Death Star was just a Space Station with a powerful laser on it. It didn't need to be any bigger - surely it would have been better (both cost effective and safer) to try and downsize the design and make a smaller station.
